The papers contain files from Michael's service in the Virginia State Senate particularly commissions and committees on which he served, constituent correspondence, Senate dockets, weekly patron reports on the status of Michael-sponsored bills, newspaper clippings, and recordings of speeches. The papers contain files from the commissions and committees on which Michael served, particularly the Code Commission, the Courts of Justice Committee, the Crime Commission, the Finance Committee, and the Utilities Subcommittee on Commerce and Labor.
